Abstract:

The Municipal Cultural Venue Governance Dataset is a comparative municipal governance dataset examining how U.S. municipalities formally and informally classify, regulate, recognize, and support cultural independent venues through public-facing governance systems. The dataset was constructed through a structured seven-bucket discovery framework analyzing municipal arts and culture systems, economic development programs, historic preservation frameworks, land use and zoning systems, tourism infrastructure, downtown development initiatives, and emergency recovery programs.<br /><br /> The dataset includes 3,067 coded governance-relevant entries derived from 9,480 publicly accessible municipal documents collected across 100 U.S. municipalities. Variables include venue recognition, proxy classification systems, cultural criteria, ownership criteria, nonprofit eligibility structures, tourism classifications, regulatory treatment, and comparative governance indicators such as the Gap Score framework.<br /><br /> The project was developed as an exploratory empirical public administration and municipal governance dataset intended to support comparative research on cultural infrastructure governance, municipal classification systems, institutional fragmentation, and venue-related administrative practices.<br /><br /> This repository includes:<br /><br /> - the primary dataset workbook,<br /> - an embedded codebook/data dictionary,<br /> - and methodological companion documentation describing dataset construction, coding architecture, discovery methodology, and comparative governance framework development.<br /><br /> The dataset is derived exclusively from publicly accessible materials and is intended for scholarly, educational, and comparative governance research purposes.
