The dataset was constructed through a structured seven-bucket discovery framework analyzing municipal arts and culture systems, economic development programs, historic preservation frameworks, land use and zoning systems, tourism infrastructure, downtown development initiatives, and emergency recovery programs.<br /><br /> The dataset includes 3,067 coded governance-relevant entries derived from 9,480 publicly accessible municipal documents collected across 100 U.S. municipalities.
