The dataset was constructed through a structured seven-bucket discovery framework analyzing municipal arts and culture systems, economic development programs, historic preservation frameworks, land use and zoning systems, tourism infrastructure, downtown development initiatives, and emergency recovery programs.&lt;br />&lt;br />

The dataset includes 3,067 coded governance-relevant entries derived from 9,480 publicly accessible municipal documents collected across 100 U.S. municipalities. Variables include venue recognition, proxy classification systems, cultural criteria, ownership criteria, nonprofit eligibility structures, tourism classifications, regulatory treatment, and comparative governance indicators such as the Gap Score framework.&lt;br />&lt;br />
