They contain data on 6341 households in 635 enumeration areas. The first survey was conducted directly before decentralization of public services to local government, and serves as a baseline in the analysis of local government performance. In addition to public services, the survey collects information on knowledge of decentralization and interest in government; local priorities for social and economic development; participation and voice in local decision-making; and social cohesion of communities.
