Policymakers and practitioners\r\nregularly report that such interdependence exists; and yet, explicit\r\ntheorizing about it remains underdeveloped. The need for theorizing\r\nmotivates the current study. Using the concept of a conflict management\r\ntrajectory as a foundation, I develop four models that potentially link\r\nsuccessive conflict management efforts together: a cost model, a limited\r\ncost model, a learning model, and a baseline model. I then test these\r\nmodels' predictions empirically with data on diplomatic interventions\r\nduring the period 1946-2000 (i.e., verbal pleas, mediation, arbitration,\r\nadjudication, humanitarian and other administrative tasks, and peace\r\noperations). The analysis shows that the limited cost model best explains\r\ninterdependence among conflict management attempts. In that model,\r\nstates balance their desire to do something with their incentive to\r\nminimize costs. This creates an intervention ‘threshold’ beyond which\r\nthird parties less frequently travel—particularly if that threshold has not\r\nyet been crossed in a given dispute. Third-party intervention\r\noverwhelmingly resides on the less costly end of the spectrum,\r\nexceeding the costs associated with mediation rarely. If a third party\r\ncrosses that threshold, the probability of further intervention on the\r\nhigh-cost side of the threshold rises, but third parties still prefer to\r\nreturn to low-cost conflict management strategies.
