But studying preferences for policy instruments is a difficult task because sustainability problems involve a non-negligible degree of trade-offs and uncertainty. We therefore study the role of actors' underlying ideologies (policy core beliefs) and risk attitudes in forming their preferences for different instruments. Combining the advocacy coalition framework with multi-attribute utility theory, both ideologies and attitudes toward uncertain policy consequences can influence instrument preferences. So far, policy studies literature has paid little attention to trade-offs between policy core beliefs or risk attitudes. Using Bayesian regression models on data from actors in Swiss pesticide risk reduction policy, we found that attitudes toward trade-offs and risk are indeed relevant to explain preferences for different regulatory and market-based instruments addressing agricultural pesticide use. Therefore, when designing policies for sustainability problems, considering the relative importance of policy core beliefs for different actors can help to find effective and broadly supported solutions. In addition, risk attitudes should be considered when policy design involves more coercive and stimulative policy instruments."},"citation:keyword":[{"citation:keywordValue":"Advocacy Coalition Framework (ACF)"},{"citation:keywordValue":"Multi-attribute Utility Theory (MAUT)"},{"citation:keywordValue":"Policy Beliefs"}],"citation:datasetContact":{"citation:datasetContactName":"Wiget, Milena","citation:datasetContactEmail":"milena.wiget@eawag.ch"},"title":"Replication Data for: Understanding Policy Instrument Preferences under Conflicting Beliefs and Uncertainty","citation:depositor":"Wiget, Milena","subject":"Social Sciences","dateOfDeposit":"2025-04-25","@id":"https://doi.org/10.7910/DVN/MVVXPF","@type":["ore:Aggregation","schema:Dataset"],"schema:version":"1.0","schema:name":"Replication Data for: Understanding Policy Instrument Preferences under Conflicting Beliefs and Uncertainty","schema:dateModified":"Thu May 08 08:39:27 EDT 2025","schema:datePublished":"2025-05-08","schema:creativeWorkStatus":"RELEASED","schema:license":"http://creativecommons.org/publicdomain/zero/1.0","dvcore:fileTermsOfAccess":{"dvcore:fileRequestAccess":true},"schema:includedInDataCatalog":"Harvard Dataverse","schema:isPartOf":{"schema:name":"Journal of Public Policy Dataverse","@id":"https://dataverse.harvard.edu/dataverse/JPublicPolicy","schema:description":"The Journal of Public Policy (JPP) applies social science theories to significant political, economic and social issues and to the ways in which public policies are made.\n

\n\nIn order to promote data sharing, research transparency and study replication, authors of articles accepted by JPP must submit their quantitative data to this repository. \n

\n\nFor more information on how to do this, please review the JPP Guide to Dataverse and Instructions for Contributors, as well as the user guides and support available from Dataverse.
