I argue that inclusive hosting in exile has the potential to increase refugee engagement in protest upon return home. I confirm this expectation through an original survey of Guatemalan refugees that were exogenously assigned to settlements with inclusive and non-inclusive policies in Mexico in the 1980s. The dataset reports results from an original household survey of 423 former Guatemalan refugees.
