Microsoft Access was used to import the CHGIS-provided text file containing the properly encoded attribute values. A new text file containing just attributes with Chinese characters was created with the proper encoding, either GBK or UTF-8 depending on the source. This text file was imported to a new table in Oracle using SQLLoader with the NLS_CHARACTERSET property set to either UTF8 or ZHS16GBK. The attributes were then joined back to the shapes using Windows SQLPlus with the NLS_LANGUAGE property set to Traditional Chinese.
