For each state, the B6 file (see ftp://ftp.ciesin.columbia.edu/pub/census/usa/tiger/ca/bna_st/readme) was downloaded. AtlasGIS was used to import the BNA file, which was then exported back out as an ESRI format shapefile. As mentioned, these steps were used for all but CA and WA - for these two states the BNA file would not import, so the county blocks were downloaded instead. These were processed individually before being merged into a composite, state-wide shapefile. The individual state files were appended together in SDE to form a single seamless layer for the United States.
