Two shapefiles containing hydrologic data and state boundaries (at 1:1,000,000 scale) were used as base maps for reference. Depending on which zone the state is located in, the shapefile was projected from geographic coordinates (GCS) to UTM, Zone 18 or Zone 19, meters, NAD 83, which provides us a consistent, standardized coordinate system to use across the entire set of historic images. ArcMap 8.3 software was utilized to geo-reference the image to the projected shapefiles, and a .tfw (world file) was generated and saved in association with the scanned image. The RMS error for this map is: 2324.32358 RMS (Root Mean Square ) Error is defined as: A measure of the difference between locations that are known and locations that have been interpolated or digitized. RMS error is derived by squaring the differences between known and unknown points, adding those together, dividing that by the number of test points, and then taking the square root of that result.
