Microsoft Access was used to create an XML file containing just the attributes from the shape file, including the UTF8 encoded Cyrillic names. The XML file was imported to a new table in Oracle using SQLLoader with the NLS_CHARACTERSET property set to UTF8. The attributes were then joined back to the shapes using SQLPlus with the NLS_LANGUAGE property set to Russian.
