The agency also used these data to prepare special reports to the President, the Secretary of Defense, and the Congress. The records consist of special evaluations of members\nof the armed forces, veterans, beneficiaries, and others who believed that they may have a medical problem resulting from deployment to the Persian Gulf during the Persian Gulf War time frame or from exposure of someone who participated in the deployment. The process employed by CCEP was to closely study reported changes in an individual's health from the perspective of possible exposure to environmental substances. The official medical records of the individual served as the basis for diagnosis of medical problems and the resulting medical care of the patient. CCEP focused on clinical inquiry into patient's reported condition and its possible relationship to environmental exposure that could be a cause of that condition.\n
