A 1998 social accounting\r\n matrix (SAM) for South Africa is compiled using national accounts information and recently released\r\n supply-use tables. By updating to a recent year, and by distinguishing between producers and\r\n commodities, this SAM is an improvement on the existing SAM databases for South Africa.\r\n Furthermore, this SAM is made consistent with the requirements of IFPRI’s standard comparative\r\n static computable g\r\neneral equilibrium (CGE) model. This model is then used to simulate the economywide\r\nimpact of a range of hypothetical policy levers, including: increased government spending; the\r\n elimination of tariff barriers; and an improvement in total factor productivity. Results indicate that\r\n assumptions made regarding the mechanisms of macroeconomic adjustment are important in\r\n determining the expected impacts of these policies. Firstly, despite mixed results concerning changes\r\n in household income distribution, the impact of expansionary fiscal policy appears to be growth\r\n enhancing,\r\nwith the Keynesian style adjustment mechanism producing the most positive results.\r\nSecondly, a complete abolition of import tariffs also appears to generate increases in gross domestic\r\n product, with negative and positive consequences for aggregate manufacturing and services\r\n respectively. Finally, an increase in total factor productivity is growth enhancing, with the most\r\n positive results derived under neoclassical assumptions of the macroeconomic adjustment mechanisms.\r\n These simulations are meant to demonstrate the usefulness for economy-wide policy modelling and the\r\n pa\r\nper concludes by highlighting areas of policy analysis that might benefit from more detailed\r\napplications with this framework."}}]},{"typeName":"subject","multiple":true,"typeClass":"controlledVocabulary","value":["Arts and Humanities","Social Sciences"]},{"typeName":"keyword","multiple":true,"typeClass":"compound","value":[{"keywordValue":{"typeName":"keywordValue","multiple":false,"typeClass":"primitive","value":"social accounting matrix"},"keywordVocabulary":{"typeName":"keywordVocabulary","multiple":false,"typeClass":"primitive","value":"STW Thesaurus for Economics"},"keywordVocabularyURI":{"typeName":"keywordVocabularyURI","multiple":false,"typeClass":"primitive","value":"http://zbw.eu/stw/descriptor/19237-2"}},{"keywordValue":{"typeName":"keywordValue","multiple":false,"typeClass":"primitive","value":"SAM"}},{"keywordValue":{"typeName":"keywordValue","multiple":false,"typeClass":"primitive","value":"CGE model"},"keywordVocabulary":{"typeName":"keywordVocabulary","multiple":false,"typeClass":"primitive","value":"STW Thesaurus for Economics"},"keywordVocabularyURI":{"typeName":"keywordVocabularyURI","multiple":false,"typeClass":"primitive","value":"http://zbw.eu/stw/descriptor/29879-5"}},{"keywordValue":{"typeName":"keywordValue","multiple":false,"typeClass":"primitive","value":"South Africa"},"keywordVocabularyURI":{"typeName":"keywordVocabularyURI","multiple":false,"typeClass":"primitive","value":"http://aims.fao.org/aos/agrovoc/c_7252"}},{"keywordValue":{"typeName":"keywordValue","multiple":false,"typeClass":"primitive","value":"Southern Africa"},"keywordVocabulary":{"typeName":"keywordVocabulary","multiple":false,"typeClass":"primitive","value":"AGROVOC"},"keywordVocabularyURI":{"typeName":"keywordVocabularyURI","multiple":false,"typeClass":"primitive","value":"http://aims.fao.org/aos/agrovoc/c_7265"}},{"keywordValue":{"typeName":"keywordValue","multiple":false,"typeClass":"primitive","value":"Africa South of Sahara"},"keywordVocabulary":{"typeName":"keywordVocabulary","multiple":false,"typeClass":"primitive","value":"AGROVOC"},"keywordVocabularyURI":{"typeName":"keywordVocabularyURI","multiple":false,"typeClass":"primitive","value":"http://aims.fao.org/aos/agrovoc/c_166"}},{"keywordValue":{"typeName":"keywordValue","multiple":false,"typeClass":"primitive","value":"Africa"},"keywordVocabulary":{"typeName":"keywordVocabulary","multiple":false,"typeClass":"primitive","value":"AGROVOC"},"keywordVocabularyURI":{"typeName":"keywordVocabularyURI","multiple":false,"typeClass":"primitive","value":"http://aims.fao.org/aos/agrovoc/c_165"}}]},{"typeName":"topicClassification","multiple":true,"typeClass":"compound","value":[{"topicClassValue":{"typeName":"topicClassValue","multiple":false,"typeClass":"primitive","value":"Social accounting matrix"},"topicClassVocab":{"typeName":"topicClassVocab","multiple":false,"typeClass":"primitive","value":"STW Thesaurus for Economics"},"topicClassVocabURI":{"typeName":"topicClassVocabURI","multiple":false,"typeClass":"primitive","value":"http://zbw.eu/stw/descriptor/19237-2"}}]},{"typeName":"publication","multiple":true,"typeClass":"compound","value":[{"publicationCitation":{"typeName":"publicationCitation","multiple":false,"typeClass":"primitive","value":"Thurlow, James; van Seventer, Dirk Ernst. 2002.
